Recently, President Li Yulong and Secretary Xie Faqin of CAAC led the team to attend the first China (Nanchang) airworthiness certification Development Forum sponsored by China aircraft owners and Pilots Association (AOPA). Xu Chaoqun, director of CAAC's Aircraft Airworthiness Certification Department, Yang Zhenmei, deputy director of CAAC's Aircraft Airworthiness Certification Department, and relevant leaders of Jiangxi provincial Party committee, Jiangxi Provincial Department of industry and information technology, Nanchang municipal government, CAAC regional administration, CAAC regional Airworthiness Certification Center, CAAC Research Institute of science and technology attended the meeting.

CAAC has interpreted the "guidance on strengthening the capacity building of airworthiness certification system", which puts forward the short-term and medium and long-term plans for the development of Airworthiness System in the new era: by the middle of this century, on the basis of "three world-class", China's airworthiness rules and standards will have greater voice and international influence. Xu Chaoqun, director of the Airworthiness Certification Department of Civil Aviation Administration of China, pointed out when talking about the main task of achieving this goal: seeking truth from facts and innovative development are the new ideas of airworthiness certification management; ensuring flight safety, safeguarding public interests and promoting industry development are the original intention of Airworthiness System. To this end, the airworthiness Department of CAAC will focus on six aspects: risk-based project management, performance-based work mode and competency based personnel training.
Li Yulong participated in the dialogue and discussion session of the guests, emphasizing the ability and planning of Civil Aviation College of West Polytechnic University in discipline construction, scientific research, personnel training and other aspects, as well as the determination to contribute to the strategy of strengthening civil aviation. Participants also had in-depth exchanges on topics such as airworthiness certification rules and standards system and its reform, construction of appointed representative team, current situation and future of UAV airworthiness certification.

During the forum, the delegation of CAAC had full exchanges with the alumni of CAAC, government and enterprises, publicized CAAC and promoted win-win cooperation.

During the meeting, Li Yulong and his party also visited Hongdu aircraft company of aviation industry, visited chujiao 6 aircraft production line with domestic independent intellectual property rights, and learned and exchanged technical issues related to airworthiness certification. In February this year, chujiao 6, China's first "military to civilian" aircraft model, completed the airworthiness certification, marking that this over 60 year old aircraft has regained its youth and officially entered the domestic civil aviation market, which is of great significance for promoting the development of civil aviation industry. Li Baoliang of Jiangxi Aircraft Airworthiness Certification Center stressed that respecting the actual data, sticking to the safety bottom line, innovating airworthiness certification methods, introducing risk management methods, adopting reverse thinking, and confirming the airworthiness safety of chujiao-6 aircraft through reverse evaluation of actual use data play a very important role in the successful certification of the aircraft.
